It seems to be related to the switch from Analogue to Digital–it gives the dates for the change (the permanent cessation of all Analogue broadcasting?) and a telephone call for Digital (tech) support (presumably to help with the change for people having problems, perhaps equipment-wise).
The enterer presumably made this entry out of amusement regarding the many young women used in the notification.

i am with him as I’m a true Otaku with my avg time watching anime and reading close to 12hr’s a day toss in the 6-8hr for work i really don’t get out much anymore and i think that’s the one part of life that needs a upgrade let’s face it i can go out all a want but in socal only 1 time a year can i go and find people like me at AX
this makes it hard to find people that know what the hell I’m talking about hell i don’t even see my family anymore as all they do is tell me to get a life and get a wife (24 btw)
my reply is the same i own my house i own my 4 cars at age 19 i found anime and now i own every dvd of anime i like. ran out of anime and started to read manga
i have found finishing Japanese classes in school and i only did that from my hatred of 98% of dub’s and my will to watch and not read i still like chihiro subs a lot more then others and prefer raws and subs over dubs
